This stamp was intended to celebrate the 25th anniversary of the accession of Tuanku Abdul Rahman, the Yang di-Pertuan Besar of Negri Sembilan and the first Yang di-Pertuan Agong of the Federation of Malaya.
The silver jubilee technically occurred on August 3, 1958, but such anniversaries were typically not celebrated until after a King’s term as Agong concluded—which, in this case, would have been in 1962. However, it is probable that the King's failing health prompted the decision to proceed with the issue prematurely in 1959.
The Crown Agents had completed the printing and scheduled the stamps for release on November 26, 1959. They were to be available for one day throughout Malaya, followed by a three-month period in Negri Sembilan only.
Ultimately, the issue was postponed and then cancelled following the King's death on April 1, 1960. While the print run was ordered to be destroyed, a few rare examples have since appeared on the market.
